Analysis of institutionalization process of the national production and use of biodiesel in Brazil

This study aims to analyze based institutional theory as the environmental conditions of oil seed production in Brazil influenced in changing the rules of production and use of biodiesel for its national institutionalization. Methodologically, the discussion was based on the assumptions of institutional theory, and the relationship of changes in the legislation of biodiesel based on secondary production of biodiesel in Brazil and oil seeds in the country. The results shows that changes towards the law to suit the demand of raw material for biodiesel combine characteristics isomorphic competitive and coercive, normative pillar of the institutionalization process, as well as normative, as they bring together features adaptations of the law of demand and social obligation because it deals with the inclusion of rural farmers producing oilseeds for NPPB. In addition, it is clear that legislation is suited to production of states with higher production volume, contradicting the legislation providing greater actions in the poorest regions of the country.
